Economic security on senior citizens will be an important issue in Taiwan. Female elders, who stand in an underprivileged condition, face great economical difficulties because they are “old” and “female,” a disadvantaged gender traditionally. This research starts with a female perspective, instead of “household” point of view, and puts an emphasis on the problem of exclusion about aged and needy female women. The study focuses on the situation of social exclusion and its development on the aged women in two villages in Hsinchu and Miaoli counties. This study is a qualitative research and all the data are collected through intensive interviews. The writer finds that social exclusion occurs independently, but it is associated with history, personal and family background and social structure system continuously forward. The writer also finds that over a long period of time the development of social exclusion is dynamic. Women are usually excluded in their early life by our society because they are female. And then, their deficiency in human capital situation results in much more exclusions. Besides, social value in our earlier society and the myth of gender make aged women be excluded in some other ways as well. From the findings, the writer’s recommendations are as follows. First, perfect social security system should be constructed. Second, basic and local community development should be strengthened.
