This research focuses on the understanding of which subjective or objective and external factor would effects the acceptance and the efficiency of the internal information security training. The structure of this research based on theory of Planned Behavior, and with the rewards and punishment system for promotion of governmental organization. Under these conditions, we can predict and interpret what’s the acceptance of people training for information security. 388 questionnaires were collected and analyzed through SPSS software. This study found that the most important factor on the acceptance of information security training is how useful it is. So we should improve the content of courses and the skill of an instructor who is to delivers lessons. Making people please to accept and develop a positive attitude and concept on information security. It would bring more positive feedbacks than through rewards and penalties.
