(CFHC), hoping to get a clear picture of how enterprises get preferable resources and opportunities through bribery while the government obtains sources of capital to defend its political power by associating with enterprises.   Since changes in the government-enterprise relationship of CFHC do not just demonstrate the development of a corporation but represent an epitome of the interactions of Taiwan’s economy and politics, this research first covers definitions of the rent-seeking theory and government-enterprise relationship, followed by a discussion of the expansion of CFHC and its changes in the government-enterprise relationship in different periods of time. Furthermore, it discusses bribe-offering and taking in terms of the laws, with reflection on CFHC’s briberies.   With a full study of the Red-Fire case, finally, this research discusses the meaning and performance of business ethics, corporate governance in the aspect of ethics, how enterprises take their corporate social responsibilities (CSR), how to build an open, normal government-enterprise relationship well, the fact that public service ethics should be valued and regulated and that operators should carry out the enterprise ethics of righteousness and morals.
