Thus campus planning should be viewed as a way to boost learning efficiency and campus safety. This study investigated a seventy-year-old super size elementary school, where the already extended construction of school buildings was found not able to accommodate all the student activities. Hence there’s an urge to create the best utilization out of the limited space. Meanwhile, the decline in birth rates as well as School Enhancing Quality Program had contributed to the repairs and reconstruction of the existing school buildings. Through literature review, data analysis, observation, and depth interview, the main findings of this study were as follows: 1. The number of students was the main factor of campus utilization. 2. Guidelines from the authority affected how campus features were created. 3. The ideas of the principles and the execution of the staffs facilitated the look of campus directly or directly. 4. Other than large space and proper equipment, users’ demands were also on more green plants and arts. 5. Financial support and the maintenance of school buildings would help prolong the life span of the buildings and reduce crisis space as much as possible. The results of this study could be a reference for elementary schools when developing a cozy and safe campus based on the need of students as well as teachers.
