This research is to analyze and compare the Act for Promotion of Private Participation in Infrastructure Projects and the Government Procurement Act from different angles by using various methods including literature review, interview, and case analysis. Two sewerage constructions are as sample cases in this study. One is a project of PPIP based Build-Operate-Transfer (BOT) , and the other is a case of the Procurement Government Act. Their differences are compared and analyzed. Their advantages are pointed out, while their disadvantages are also discussed. The discussed contents include comparison of difference in tender regulations, management mechanism of quality control on public constructions, financial operations analysis, and the impact on domestic industrial structure from procurement. Some conclusions are made. The tender procedure of BOT is prolonged, should it be shortened, and in an open and transparent way. Excessive supervision and management units wouldn’t increase the efficiency. Integrating the management power might be one of the solutions, and the investor is responsible for hiring the supervision and management units. In addition, BOT is not ideal for those industries with potential monopoly, as a reasonable tender offer is always disputable.
