This study integrated Data Envelopment Analysis (DEA) and Balanced Scorecard Approach to assess operation performance and individual Performance (learning and growth perspective (LGP), internal process perspective (IPP), customer perspective (CP), financial perspective (FP)). This study employed cross efficiency measure to identify the best practices in individual and overall performances, used bilateral model to companies. the operation performance and 4 BSC performance of the sampled companies before and after second financial reform in 2003-2011 and individual performance, utilized Malmquist productivity index to estimate productivity change of overall performance over a nine-year period, and finally applied Tobit regression was used to examine effects of environmental variables on company operation performance. Finally, some suggestions are presented. Results of this study show:(i) FHCs had a high level of FP performance, intermediate levels of LGP, IPP, and CP, low level of overall performance; (ii) Waterland Financial Holdings Co., Ltd was experienced constant returns to scale and the others were experienced decreasing returns to scale; (iii) Taishin Financail Holdings Co., Ltd is the best practice in LGP performance, Fubon Financail Holdings Co., Ltd is the best practice in IPP and CP performance, Mega Financail Holdings Co., Ltd is the best practice in FP performance, and Waterland Financail Holdings Co., Ltd is the best practice in overall performances perspective performance; (iv) a FHC with a high level of overall performance tends to have high levels of IPP, CP and FP performances, but low level of LGP performance; (v) FHCs before the second financial reform outperformed FHCs after the second financial reform in terms of CP, FP and overall perspective performances and FHCs after the second financial reform outperformed FHCs before the second financial reform in terms of IPP; (vi) in average, the FHCs had positive productivity growth, that might the cause by progress of technical changes and efficiency changes; and (vii) Return on assets, return on equity and operating expense ratio have positive impacts on the overall performance of the FHCs, capital adequacy has a negative impact on the overll performance of the FHCs.
