碩士 === 佛光大學 === 管理學系 === 100 === 　　The main function of airport is to provide passenger, cargo, aircraft movements and passenger services, besides; airport is also an important part of aviation transportation. According to the estimate of International Civil Aviation Organization (ICAO), there were more than 25 billion U.S. dollars put into the construction of the airport in 2010. Recently, Northeast Asia airways have modified the agreements of national aviation with many countries for several times which is going to make Asia aviation industries become more competitive. The four city airports of Northeast Asia are all located on the business urbans and with a huge number of populations around the cities they possess enormous business opportunities which will provide a significant influence for the development of national economy. Through to the assessment of the four airports, we can understand the development situation of each airport and manage the advantages and weaknesses of them. Therefore, the study proceeds with the performance evaluation of the city airports and establish an appropriate framework for the efficiency measurement. 　　This study has three objectives, the first is to develop the key performance indicators for the four city airports, and the second is to use ANP method for finding the weights, the third is to establish the improving directions in operating performances of Songshan airport .Apply the four perspectives of Balance Scorcard, to investigate the common strategic themes of four city airports in the Northeast Asia. Furthermore, execute the strategic analysis, causal-effect-cause analysis and strategy map for the city airports and develop key performance indicators. And then use ANP questionaire to obtain the weights of indicators. Finally, conduct AR model of Data Envelopment Analysis to assess the performance of the four city airports to establish the benchmarking for Songshan airport.
