Summary:碩士 === 逢甲大學 === 財稅所 === 100 === In this paper, we establish fiscal health index for the 21 local governments in Taiwan province over the period of 1984 to 2010 following Kleine et al. (2003) and Kloha et al. (2005). Then establish fiscal health early warning system for local governments in Taiwan province following the procedure of Economic Planning and Development’s Monitoring Indicators and Jack Yun-jie Lee (2009). In addition, to explore the impacts of political and economic factors on fiscal health index, we use time series unit root test to ensure the variables are stationarity. And using quantile regression analysis by Koenker and Bassett(1978) to explore the differences impacts of macro economy, political budget cycles and checks and balances on fiscal health index based on differences across quantiles. The findings show that political budget cycles of center government, central government revenues have benefit on fiscal health of local governments. Checks and balances, political budget cycles and checks and balances reciprocal effect, central government expenditures have loss on fiscal health of local governments. In addition, Economic growth rate only at the higher quantiles have loss on fiscal health of local governments.
