Summary:碩士 === 逢甲大學 === 經營管理碩士在職專班 === 100 === Since 2002, the Environmental Protection Administration had announced that cars with hazardous waste delivery should install GPS system device which is filling the requirements of their standard. To launch clearance and transportation, GPS system device should passing their examination and testing. So far this policy conducts almost near a decade, technology also changes with each passing day. This system has already become the 7th generation; the difficulties of policy conducting also derive from its exercise. This study was based on the realistic of carrying out GPS system device policy and rechecking the progresses. Through the way of filling out the questionnaire and interviewing, we can analysis system policy and estimate the understanding and satisfying of the executive of clearance and transport organization. The study shows, most conveyancers are satisfying the stabilize of operating the system. However, the most difficulty in most conveyancers is overspending its prime cost. On the other hand, the government administration thinks the most difficulty is lacking the human resources and it’s short of useful controlling and manipulates GPS information. By integrating with both difficulties and searching the balance, we address some recommendations. First of all, via appropriate subsidies, the government can increase the utility rates of the 7th system device. Second, in order to conform to economic benefits and encourage the willing of replacing new machinery, each generation should set at least five-years guarantee. Third, for the sake of solving the power-providing problem at the back of the car, the government should develop lasting spare battery as soon as possible. To form a complete set, the government can co-operate with wireless device alarm in order to have much more steady re-transmission of the information. Last, in the cause of the information can be effectively use, we suggest official website can bring into fleet management function which can tie in reasonable charging way then solving the relevance expenditures of expand human resource and intensify information management.
