In order to know the situation of traffic and solution, lots of county authorities have started to set up Traffic Control Center. Then establishing road side device to collect relate data and return it to Traffic Control Center. With the growth of the establishing time, it’s getting more and more problems not only to device connection but system configuration. So this research is based on road side devices’ problem, then promote it own availability. This research will check urban road side devices which are connected with Traffic Control Center, include Traffic Control(TC), Close Circuit Television (CCTV), Vehicle Detector(VD), Automatic Vehicle Identification(AVI) and Changeable Message Sign(CMS). And we shall to investigate any road side devices’ location and basic information in Taichung City, then modifying wrong information and observing connection ratio and analyze device which may disconnected by its’ own problems , communication module’s problems or device crash and then we can know the reasons of disconnection and find out the solutions. Further we could obtain devices’ telephone by investigation and make relation with device number, then using ASP.Net to writing a bill management system which can grasp the information of the communication costs for disconnected-devices for authority. This research is synthesized problem methodically by devices’ investigate, and promoted availability by problems-solving which can make traffic control center to grasp any traffic’s problem.
