However, although domestic scholars discussed entrepreneurship issues more frequently, they didn’t deeply discuss enterprise activities and government policy. From past literature, we knew that health insurance could affect the labor market, and if put into practice could increase the self-employment rate. In this paper, we examine the influence of National Health Insurance on self-employment by using the Survey of Family Income and Expenditures from the Directorate General of Budget, Accounting and Statistics, from 1988 to 2006. The year 1995 was the boundary. We used the difference-in-difference method and a logit model to analyze the issue. We let married men whose wives work in the public sector be the control group and married men whose wives work in the private sector be the treatment group. In comparing married men whose wives work in the public sector to married men whose wives work in private sector, we find that the possibility of becoming self-employed declines significantly among men whose wives work in the private sector. Then we separate self-employment into incorporated self-employed and unincorporated self-employed. We find that it’s less likely for married men whose wives work in the private sector to become unincorporated self-employed.
