The main purpose of the policy is to improve the quality of the workforce and of human capital accumulation, further promoting economic growth and reducing the gap between the rich and the poor. Although the education expansion policy was effective for improving the whole attainment rate, we found that the attainment rate in high income group is higher than that of the lower income group. A family expenditure on education is related to a family income. Therefore, this paper mainly discusses the gap between family incomes, which seem to influence family education expenditure inequality. We use the gini coefficient of family education expenditure per person, and family income as a measure of education expenditure inequality and income inequality. Using the 1982-2006 Survey of Family Income and Expenditure, firstly, we use the OLS to analyze the relationship between family background and family education expenditure in the individual household level data, and then in counties of collective level data, because its data is a pseudo panel data. Then we use the fixed effects model to estimate the relationship between education expenditure inequality and income inequality. Our empirical results indicate that education expenditure inequality is positively related with income inequality and negatively related with the family leader total years of education. This is because the urbanization level is low in the eastern region of Taiwan, so education expenditure inequality is the highest there. So the government policy goals, in addition to reducing inequality, is also to pay attention to the gap between regions.
