New development trends of national economies and global economic system have put forward new challenges and requirements. Within the scope of the current situation the problem of operation of the small and medium-sized enterprises became more prominent as they are reckoned as a safety bag for economies. Small and medium-sized enterprises of Asia, and particularly, of Taiwan are well-known as successful innovators and exporters while, for example, Russian SMEs lag behind in this respect. Taken into consideration that the policy of establishment of a national innovation system has started in Russia, the best experience of different countries is examined by Russian experts now in order to work out its own way towards innovative economy. In this research the examination of the internationalization strategy of the innovative SMEs was carried out in order to understand the reasons why the SMEs being small in size are able to compete in the international market of innovative goods. Institutional economic environment created by the government is analyzed as one of the main factor of influence. Key words: innovation, SMEs, Taiwan, internationalization.
