The data for the empirical test is the non-life insurance companies in Taiwan from 2007 to 2011. However, no research has been conducted to investigate the auto insurance rate deregulation on the efficiency of non-life insurance companies since 2009. Firstly, we analyze the efficiency by data envelopment analysis. Secondly, we investigate the efficiency by Malmquist productivity index for the period. Lastly we test the variable that affects the efficiency of non-life insurance company by Tobit regression. To conclude, the operation efficiency of non-life insurance in Taiwan has a rising tendency after the automobile insurance rate deregulation in 2009. Insurers with rating adjustment have better efficiency than those without. Moreover, larger insurers are less efficient than small ones.
