In particular, non-profit organizations not only play an advocacy role in a major public issue, but also involved in policy implementation and the promotion of Act actively. However, government and academic gradually attach importance to this interaction between government departments and non-profit organizations. This study is according to the Ministry of the Interior‘s “The High-Risk Family treatment program" as the subject. Also, take the study implementation of the Taichung City Government of Social Affairs Bureau and "S Foundation” (which is a private non-profit organization) as examples. Moreover, this study adopts the methods of literature discussion and in-depth interviews, analyzing three factors of public-private partnership: the role, the relationship, and the difficult. In addition, it also provides suggestions for improvement. This study found that the interaction of both sides has change after they devoted in this plan. Both sides turn into the horizontal cooperation of public-private partnership, and communicate with each other by formal as well as informal way. Finally, both sides face some challenges in public-private partnership during this plan, such as: integration of resources, the authority of leadership, human resources management and training, etc. More importantly, the solutions of these problems rely on both side’s cooperation to find out.
