A school library is the location to cultivate children''s reading ability. However, libraries in elementary schools have been limited by the lack of manpower and expenditure for a long time. The innovative management, therefore, becomes crucial for conquering those difficulties. The purpose of this study was to explore the process of those schools having reading as their distinguishing feature, the role and the function of the school library in promoting reading activities, and the influence from school library''s innovative management. Taking two schools which were once awarded the title "Keystone Schools of Reading" as the subjects to undergo case study. The subjects comprised of ten people including principals, directors, section chiefs and teachers for interviews. Conclusions from the research are listed below: 1.Teachers’ common consensus and leaders’ support are crucial to having reading as school’s distinguishing feature. 2.To promote reading activities, a school library must offer resources and serve as an art center in that community as well. It plays different roles like a starter, a medium and an impeller. 3.A school library can make reading promotion easier and more efficient by means of the administrative management, reading environment, educational activities, and the innovative social and service changes. Several suggestions refer for the educational administrations, the schools in the case study and future researchers.
