However the majority valuation of real estate in Taiwan focuses on local market and the key learning of it comes from Japan. The lack of international alternation makes it difficult to obtain valuation from international companies, so it causes the valuation industry not only limited market but also few cases.
International Financial Reporting Standards has become sole criterion on establish the financial report form approach to the internationalization. The two stages implementations are operating from 2013 in Taiwan and then utilizing comprehensively since 2015. In addition, IFRS is a set emphatically by the fair value weight property and the debt finance of report criterion, in which fair value weight of property of enterprise and the debt must defer to IFRS stipulation criterion. Also committees by the specialized appraisal who utilize assessment computation then check by accountant to draw up the investment strategy for investors. It proves the necessarily of modifying the Regulation on Real Estate Appraisal Rule in Taiwan again in order to expand market and ability of valuation, also toward plunders in targer market instead of fall to the enemy in the city.
Following the international trend of real estate valuation market and regulation becomes inevitable, but there is great fitness problems exist between Regulation on Real Estate Appraisal and International Valuation Standards. For example, legal basis and timing differences, valuation contents areas, techniques, specifications and the codes of conduct. Moreover the international accounting principle of reconciliation, type or category of price, the securitization of real estate valuation standards also the soil and groundwater contamination by the valuation of land, massive valuation, and other related issues becomes critical.
