碩士 === 逢甲大學 === 土地管理所 === 100 === Under the condition of limited budget, solving problems of inadequate public service facilities in rural community is important. This study sets up evaluation indicators for selecting public service facilities upon the life quality, to improve the living environment of rural community with limited budget. The basic standard of human life announced by World Health Organization should be safe, healthy, convenient and comfortable. Thus, this study review related papers about the quality of life to get ten indicators as reducing disaster’s damage, maintaining life’s security, caring for life and health, improving the cleanness of environment, sustaining ecosystem, upgrading the degree of informatisation, improving the adequacy of facilities, facilities for multi-functional use, increasing cultural activities and increasing leisure activities by inductive method, and to classify these indicators into four dimensions as safe, healthy, convenient and comfortable. Second, consider the evaluation indicators have feedback or dependent relationship, this study adopted DEMATEL technique to know the influenced structure between the criteria and try to find the problems which we can improve. After knowing the influenced structure between each criterion, we weighted them by DANP (DEMATEL-based ANP) using basic concept of ANP method to find the influential weights that can improve rural community quality of life based on influential network relation map (INRP). The empirical results, improving the adequacy of facilities, sustaining ecosystem, improving the cleanness of environment, will be get the most significant results, then from the importance of the analysis showed that the health dimensions of the highest weight, the indicators are caring for life and health, maintaining life’s security, improving the adequacy of facilities, facilities for multi-functional use, in accordance with the sequence for the impact of higher weight, moreover multi-functional activity center is the best performance value of public service facilities, therefore, healthy living environment and facilities for multi-purpose use is important in rural communities. The evaluation indicators will provide rural community selected to enhance the quality of life of public service facilities in the condition of limited budget. and the empirical results of this paper will provide the a reference for planning and the setting up of public service facilities in rural community.
