However the numbers of construction company is not as significantly reduced and filled with medium and small scale business patterns. In the case that supply exceeds demand, public construction contract is still the lowest bid awarding, and workers in the sources of instability, poor operating structure of the subcontractors and other uncertainties. In order to reduce costs and risks, contractors choose a long-term cooperation of subcontractors to cooperate and improve business performance. There are no criteria about the selection of subcontractors, but scholars pointed out that contractors and subcontractors combined with strategic alliances will help to improve site performance. The quality of the construction is a standard to measure site performance, in particular public construction for the sake of the quality set quality control personnel and site personnel to perform quality audits.To enhance the performance of quality, quality control personnel and field staff are the key factors. Above to enhance the quality of public works under the premise, we construct the evaluation index of subcontractors by the concept of strategic alliance and questionnaire to quality control staff and field personnel .Then we explore the different attributes of quality control staff and field staff views the selection of indicators and the indicators of subcontractor selection. The final results will be available to the industry reference. In this search, we analysis on different attributes of quality control personnel on the importance and satisfaction of the subcontractors selected indicators of cognitive difference analysis by the independent sample t test and one-way ANOVA. Finally, we investigate the selection of indicators by importance performance analysis. There are 15 indicators located in the first quadrant to maintain area and 5 indicators located in the second quadrant to improvement area.A total of 20 indicators are key indicators of subcontractor selection for this search.
