The three elements of Social Capital Theory (social trust, social networks, and social norms) was applied to data explanation. The research result provides the residents of community development to improve the Baosheng Festival activities and enhance community citizen in participation of cultural events.. There were two questionnaires in this research suvery, one was applied to 200 respondents during on November 2010, who participated in Baoshen Cultural Festival and dwell in the region of Dalongdong more than five years, and aged over 18 year-old. The other questionnaire for a face to face interview the temple of the nine volunteers, taking place from November 7 to November 14 in 2010. In this study, the analysis of survey data shown that: The average age of respondents attribute in 51.62 years and the men 45.5%, the female 54.5%, rezisdient of up to 45.54 years of married women, and high education level (middle), post the following in the home tube, business (self-) residents, into the temple and cultural festival, the greater extent than young and unmarried residents more highly educated high. Factor analysis was applied to the social capitalism explanation, the social norms shown the highest percentage of explained variance (23.661%), social trust, the second highest percentage of explained variance (20.0665%), social networking lowest (13.418%), indicating that regional communities in the Dragon Cave residents vulnerable to social constraints call to participate in community activities. In a further regression analysis, the standardized regression coefficients in the highest score of .451 for social trust, reached a significant level, p =. 000 <.05, so the community trust and residents into the greatest impact. Social network shown in the standardized regression coefficients in the score of .394, and social norms of the standardized coefficient .062, so the key is to raise the level of trust among the residents, allowing residents to actively participate in community activities in cultural festival to be held primarily reasons. In the findings, the research suggented that the Baoshen Cultural Festival can be improved through enhance social network to develop a stronger corporation system among community residents.
