The dimensions and evaluating indexes were constructed by ways of literature review, inducing experts’ opinions, and interviewing experts from related public service departments, industries and academics. The study uses Analytic Hierarchy Process (AHP) to determine the required dimensions and its weight by Expert Choice 2000. The results are as follows: 1. Viewing the opinions given by experts from industry, public service, and academics, they believe that “Laws and Regulations of cross-strait educational exchanges” matters the most. 2. As a whole, the weighing ranks on the main dimensions of critical success factors in the performance of affecting the recruitment of Mainland China students are as follows: ‘’Laws and regulations of cross-strait educational exchanges’’ comes first, followed by ‘’School features’’, and ‘’Marketing factors’’ was the last. 3. In all of the nine evaluating indexes, the most important five indexes are Laws and regulations in Taiwan (0.564), School features (0.11); Laws and regulations in Mainland China (0.096), Admission will (0.069) and Market Segmentations (0.057). The importance of Laws and regulations of cross-strait educational exchanges aspect is by all means so obvious that it takes two spots of the top-five. To the greatest hope of the researcher, may our government or universities heed the conclusions digested above for making strategies to recruit Mainland China students.
