After 1990s, the development of  Taiwan’s industries steps forward into a new era of the innovation-oriented knowledge economy. Based on the Triple Helix Model introduced by Etzkowitz and Leydesdorff (1995), either a government, university or a private firm can act as the major force to lead the innovation and development of any bilateral partnership by strengthening interactive “Government-University-Industry” relationship. This study was firstly focusing on the “Government-University” literature review. The objective of this thesis was to examine the operation and performance of Garden Villa, a Rehabilitate-Operate-Transfer case by Kaohsiung City Government in Taiwan, and discussed whether it can set an outstanding example for the “Government-University” jointed business. According to the income statement and franchise in years 2008-2010, the case of Garden Villa, now functioning as both a business company and education institute, is one of few successful examples of “Government-University” jointed business. This thesis conducted the survey on employees, customers, and TSU students using three types of different questionnaires to find out what they think about the proposed performance of Garden Villa, and provided descriptive statistics and correlation analysis to pursue the interesting issues.   The same questions were designed and included in three different types of questionnaires in this study to evaluate the efficiency and performance of “Government-University” jointed business. In contrast, the specific questions used in the survey served to show how well Garden Villa is operating in particular dimensions, for instance, internal process, learning and developing of human resources, consumption and services environment, and financial statements, etc. According to the empirical results in the study, the successful administration and performance at Garden Villa can provide an excellent model of “Government-University” jointed business in the future.
