Many NPO mostly involved in co-operation of cross-organization, including holding the activities with government and enterprises and so on. But due to some NPOs’ segmentation is often not obvious, and the position of NPOs is ambiguous, it makes NPO harder to obtain more funds. The thesis focuses on NPOs which deal with foreign people affairs and explore how to set organizational vision, business strategy and human resource management to enhance the output performance.The thesis combines linear structural relationship methods, and the quantitative part includes 529 valid questionnaires in this study to investigate the influences of organizational shared vision, business strategies, human resources management and performance of enterprise. Questionnaires issued to NPO organizational unit, and the data analysed by Amos. And the important results of the thesis list as followings: Because NPOs have limited funds, so they must maintain the excellent quality of service, and keep a good public image to get additional funds from government departments or other enterprises. For NPOs, they must focus on organizational efficiency, and make the business strategies to chase for innovation capability and keep better impression. And the human resources management must emphasize on the willingness of the staff and take attention to different staff characteristics of employees to assign the work to keep the morale and coherence of organization. Furthermore, based on the results obtained with SEM, organizational shared vision has significant positive influence on business strategies while business strategies have significant positive influence on human resources management. However, organizational shared vision, business strategies and human resources management have no significant influence on performance of enterprise.
