However, the security issue in VANET which hides the characteristics of the message liability needs to be explored. In many studies, they did not explore the related issue on liability. The mobile user’s privacy issue and message liability issue are regarded as characteristics of two against each other. Hence, the communication system wants to retain complete privacy that may not achieve the characteristics of non-repudiation. Therefore, in this thesis, we utilize the mutual authentication, digital signature and digital certificate to propose a diverse emergency notification system based on satellite communication for VANET. The proposed scheme can achieve the mobile user’s privacy and track the malicious behavior. Let the VANET and the existed communication technology can be integrated more closely. And the communication system provides many services to integrate the vehicle network to create more business opportunities.
