The time of arrival method is employed to measure the transmission signals between base stations and the mobile station inside the cellular network. Then, the T-S fuzzy technique adaptively adjusts process noise covariance in the interacting-multiple-model algorithm such that the influence of the varying speed of the MS and the non-line-of-sight is greatly reduced.
