Due to advances in technology, making today's gambling behavior is very different from the past. Therefore, problems will arise in the application and interpretation of the gambling regulations of current criminal law. In addition, part of the gambling regulations of current criminal law has problem on the applicable or appropriate. Therefore, this thesis is focus on the problem of the gambling regulations of current criminal law. Trying to propose new interpretation of the way or the proposal of amending the law to solve the problems. On the other hand, in the Sports Lottery Act, has the punishment provisions of obstruction fair of athletic events. In addition to the provisions of the content there can be improvements, for the protection of the fairness of the sports lottery legislation density inadequacies. Therefore, this thesis refer the provisions of the Japanese Sports Revitalization Lottery Act. Trying to propose the proposal of amending the law to make the provisions of the Sports Lottery Act more consummate.
