Organizational culture has faced great challenges and conflicts. In addition, to face knowledge economics era of 21st century, the source of the competitive advantage came from employees of the organization should be creating and learning knowledge. Meanwhile, those organizations should be sharing knowledge with each other.
This study focuses on organization effectiveness and based on the case of Taiwan Optical Communication Industry, this research aspect form organization culture and organization change to discuss its influence on the organization effectiveness. We collect research material by questionnaire survey and use SPSS to analyze some factors and relationships among organization culture, organization change and organization effectiveness. The empirical study on the cognition of demographic variables are also discussed. The studied result is tried to be the proposal of Taiwan Optical Communication Industry for impelling organization change and promoting organization effectiveness. We obtain some important conclusions and suggestion as follows:

4.The cognition of demographic variables to the organization culture, the organization change and the organization effectiveness have parts significantly difference.
The suggestion for Taiwan Optical Communication Industry:
1.Using present organization culture situation to impel the organization change.
2.Inducing metabolism to improve manpower structure.
3.Taking the cost control and promoting working efficiency.
4.Positively encourages the staff to participate in the innovation and the reform.
