To improve it, coordination would be the efficient way. However, many complicated pipelines have already occupied the underground and need to be relocated before the construction. The difference of the logical thinking for the movement in each organization, such as expect, purpose, professional area, would make it difficult to coordinate with each other. In order to solve the issue, the research, firstly, choose 25 stakeholders who related to the project by the practical investigate, and evaluate their level of importance by six important attributes—power, interest, influence, impact, rationality and emergency level. Secondly, using two-stage Delphi method to do questionnaire. The result of analysis can group stakeholders into six groups—governments, lifeline, infrastructures, information provided, natives, service of people. According to each group, it could offer appropriate time, principles of coordination and communication mode for interfering in the project process, and attempt to establish effective coordination mode and the operational system to raise the efficiency of pipeline as the references for the management of coordination in the future.
