The renovation of the exterior walls can not only enhance the city appearance but also improve the value of its buildings. The buildings in the urban old communities, in addition to their old appearance, generally have exterior wall crack, seepage, falling tile and other safety problems. However, when the external walls are to be renovated, people often face a lot of problems so that they do not know how to proceed. This study first, after performing literature reviews, determines that the renovation of existing exterior walls should be investigated phase by phase. Based on the analysis of the existing exterior wall renovation cases, expert interviews, expert questionnaire as well as residents' questionnaire, the assessment of the external wall renovation is divided into three phases. The first phase is to determine whether to renovate the external walls. The main criteria to be considered in this phase are the social factor, the construction cost and the building structure. The second phase is the renovation of exterior walls. This phase is dealing with construction management of the exterior walls. The main criteria to be considered are planning and design, construction as well as maintenance. The third phase is the benefit evaluation of the exterior walls after having been built. The main criteria to be considered are the improved city appearance, the economic performance and the security. Finally, the established assessment framework of the external wall renovation includes three stages, the preliminary investigation phase, the construction management phase, as well as the renovation benefit assessment phase. It has a total of nine criteria and 31 sub-criteria. The obtained result can be used as a guide for establishing the governmental regulations on external wall renovation in the future.
