The survey of this questionnaire was between on October, 2011 to February, 2012. A total of 300 public servants were surveyed. Among them, 275 effective samples were obtained and analyzed. The data in this study is analyzed by descriptive statistics, factor analysis, reliability and validity analysis, Pearson's product-moment correlation and agreement analysis. Accordingly, the study finds out five principal component factors of book reading and book choosing by using principal component factoring methods. The principal component factors of this study are as follow: 1.the motive of attracting book reading and book choosing to it's readers 2.the manifestation of writing pattern 3.the improvement of touching inwardness 4.the effectiveness of being constructive to it's readers 5.the difficulties of skimming through the books.
