Population of remote areas is constantly decreasing. Besides, the low birth rate makes the number of school-age child reduce significantly. The elementary schools in the remote areas face a more severe situation because a school will be abolished or consolidated if the number of students is less than the threshold. Abolishment and consolidation of elementary schools might relieve the burden of budgets, but the educational rights for children may be scarified and the financial burden may be transferred to the families in remote areas. According to our literature review, abolishment and consolidation of elementary schools might not be the only ways to solve the financial and educational problem of the government. 「Joint school」in remote areas may be an better alternative. The purpose of this study is trying to figure out the attitude of teachers and parents to abolishment and consolidation of elementary schools and our proposed management strategy of school in remote areas. The management strategy of school proposed in this study is based on the related literature and modified according to the interview of five elementary school principals. Then, a questionnaire is designed to survey the attitude of teachers and parents to abolishment and consolidation of elementary schools and their recognition of the modified management strategy of school in remote areas. Tachia District, Da-an District, Waipu District and Qingshui District of Taichung city are the studied area. SPSS 12.0 is employed to analyze the collected data. T-test, ANOVA, Scheffe multiple comparison method and profile analysis are utilized so as to conclude the results. From the results, parents and teachers consider that abolishment and consolidation of elementary schools in remote areas will hinder the development of neighboring community and may cause out-migration of population. Also, abolishment and consolidation of elementary schools will make school commute of pupils inconvenient and time-wasting. In addition, the average recognition of management strategy of school is 3.83 is "fair" closed to “agree.” Furthermore, the attitude to the influence of abolishment and consolidation of elementary schools and the recognition of our model do not have significant correlation.
