In addition, walking to school campaigns has been promoted in many countries in Europe and North America. Walking to school can reduce air pollution and traffic jam due to vehicles and motorcycles usage from the environmental protection viewpoint. It can also save the usage of fuel. On the other hand, walking to school is a way of exercise which can improve the child-fat problem and enhance the physical capacity of children from the children healthy and physical capacity viewpoint. Although there are many benefits of walking to school, walking safety is a major concern for children’s parents. Therefore, how to guarantee a safe traffic environment of way to school for elementary school students walk to school is the most important issue of walking to school promotion. Most previous studies of walking environment of way to school for elementary school students have focused on the analysis and discussion of specific local traffic environments. Studies of evaluation systems for overall walking environment of way to school are rare. Hence this study uses a systematic method to develop safety evaluation indices and their weights to evaluate the walking environment of way to school for elementary school students. During the study, a hierarchical frame and evaluation indices were firstly analyzed through the related literature collection and review. Then the Delphi method was applied to the experts’ questionnaire design and investigation. After twice questionnaire investigations, the study developed five dimensions and twenty-one evaluation indices. The five dimensions includes “Sidewalk”, “Installation of Pick-up Areas”, “Installation of Traffic Devices”, “Parking Control and Parking Lots”, and “Driving Behavior”. The weights of five dimensions and twenty-one evaluation indices were developed through the analytical hierarchy process (AHP) method. After the analysis, results show that the weights for “Sidewalk”, “Installation of Pick-up Areas”, “Installation of Traffic Devices”, “Parking Control and Parking Lots”, and “Driving Behavior” are 0.428, 0.232, 0.138, 0.12, and 0.082, respectively. “Completeness of Sidewalk Systems” in the twenty-one indices has the highest weight: 0.1879. Finally, a real case study is conducted to verify the feasibility of the analysis results. This study can be helpful for related schools or educational sectors.
