On top of that, with the impact of low fertility, issues such as whether human resources allocation and management of various school levels should be adjusted also have to be addressed. The two main systems of school operation are education and administration. The success of education not only relies on teaching, but also requires the support and drive from the administrative units to raise the school’s overall performance. The professional knowledge and service attitude of the administrative staff affect the school’s operating efficiency. To increase the competitiveness of a school, personnel have to be efficiently assigned and their competency strengthened to raise their performance and achieve the school’s goals. Hence, this study focused on the administrative personnel of the Office of Student Affairs of private universities, using literature review and in-depth interview methods to deduce the best administrative staff allocation and utilization for the various units of the Office of Student Affairs of selected schools, and to use them as benchmarks for learning. The study also analyzed the administrative staff’s performance appraisal of the various universities’ Office of Student Affairs, in order to deduce an accurate and objective standard and review method, to help the schools in measuring the efficiency of human resource operation and to serve as a basis of their operation. The results of the review can also help the unit heads to understand their subordinates, thus helping to improve the competency of their subordinates, while also serving as a decision-making basis for rewards, promotions and transfers.
