I truly hope the results of this study can provide the education authorities and schools' reference ,enhance the teachers' ability to innovate, the effectiveness of teaching. The study adopted the method of questionnaire survey. The population of elementary school teachers im Changhua County, involving 361 participants which were randomly selected by the stratified sampling method. The total useable questionnaires returned were 361, and the analyzable data reached 100%. Data were analyzed by using the method of descriptive and inferential statistics, including means and standard deviations, t-tests , one-way ANOVA, and step-wise multiple regressions. The major findings are listed below: 1. The performance of Changhua County elementary school teachers in innovative teaching ability, the school innovation climate, effectiveness of teaching performance are at the upper-intermediate level. 2. The performance of teaching innovation of Changhua County elementary school teachers is affected by the job position,but not affected by gender, education level, seniority, professional background, and school size. 3.
