Automobile cities took the center stage in the 20th century. In the 21st century, yet another breakthrough emerges as broadband and satellite technologies are combined with connection, command, distribution, and control functions in the air, at sea, and on land to work together in one single urban space. The transformation from the era of machine to the days of information technology leads to the substantial reconstruction of urban environment and the organizational change in terms of capitals, labor, and space. “Intelligent city” signifies that the development of a city has come to a whole new stage. This is a process that is much concerned and explored for the development of human city development in recent years, an advanced product that comes from IT revolution and knowledge economy development, and even a new model which is the fusion of industrialization, urbanization, and information technology. Under the impact of such as a new way of thinking, governments around the world have started to build a picture of how to combine IT applications and local specialties and to promote that to the world and improve their countries’ competitiveness since the 1990s. Currently, intelligent city projects have been initiated and are underway globally, and growing rapidly. This involves administrations, energy, transportation, finance, agriculture, medical practice and education. There have been hundreds of practical applications, which have become the main axis of urban development in the future. One of the most famous organizations in this field, the Intelligent Community Forum (ICF), can help us understand how the intelligent cities have evolved. ICF selects the most representative intelligent city in the world every year to honor and advocate their beliefs. Award by ICF is now the testimony and recognition of intelligent development for the city or country in the world. Clearly, to create an intelligent city is now a major indicator of regional development in advanced countries. In Taiwan, urban population keeps growing, and people’s demands for urban infrastructures are increasing as well. The promotion and development of intelligent cities is a topic and challenge that all the city leaders today have to listen and answer. Based on the trends and standpoints mentioned above, ICF was introduced as background study in this research. In-depth investigation of five indices was conducted on the successful experiences of Intelligent Community of the Year collected around the world within 2006-2012. By acquiring and analyzing the ICF award strategy, we can promote Taiwan’s intelligent city developing blueprint. Through Analytic Hierarchy Process (AHP) questionnaire, we arrange the priority for intelligent city development in Taiwan, and offer the developing strategies that not only are in-line with international trends but also correspond to the local characteristic as the reference for the future decision makers.
