From then on the Construction and Real Estate Service Centre(the CRESC) has been in charge of the main construction engineering investment projects of military. However, the national defense system is reorganized after the enacting of “ Two National Defense Related Laws”. The mission to execute and supervise military construction engineering is assigned to the armaments system accordingly. Passing through the “Jing-Shi”, “Jing-Jui” and “Jing-Jin” projects the manpower of construction engineering is cut obviously, therefore the execution type of the CRESC shifts from mainly self-operating to mainly outsourcing. Since the professional experience and ability can not accumulate soon, the gap of manpower has formed. Moreover, the current coordinating mechanism cannot run smoothly. Hence looking for a method not only solving the current problems but also promoting the efficiency is a prompt task for the commissioned technical services of the CRESC. The study is based on the commissioned technical services of military construction engineering. From the point of view of the CRESC, examine and find out the bugs and defects in the process of preliminary plan, design and bidding and construction and checking before acceptance. Questionnaire surveying and expert interviewing are used to analyze the aforementioned problems. Finally, some conclusions and responsive suggestions which could be referred for the followed-up study or practical use are made. Military ordinary cases commissioned the design and construction supervision in the currently running .More than 10 billion NT dollars large-scale, complex interface, highly professional or special projects will set up the project to choose the project management vendors to assist the authorities in management. With full authority, supplemented by invited experts and scholars to assist in the review of the design results. Check the quality of construction and strengthen the assessment of its operations effectiveness. Express contract penalties and reward incentives and restraint of its service quality.
