| Summary: | 碩士 === 中華科技大學 === 土木防災工程研究所 === 100 === Natural disasters including typhoon, earthquake, land slide, tsunami…etc. occurred around the globe recently. Each disaster has all caused thousands of homeless people and billions of financial lost. If early evaluation of the property and scale of the disasters had been done, it could get precious preparation time for disaster prevention. To prevent life and property from being threatened, governments and the officials should both set up Emergency Operation Center, and draft the emergency operating system inside the area of jurisdiction and the current development of domestic disaster prevention system. For the past two decades, the prevention and rescue system shows a great development. And mature disaster detection and alarm system is the foundation of the prevention and rescue system. Indeed, the emergency operating system is indispensable when disaster occurs, but disaster detection and alarm in advance could help reduce damage.
The disaster information monitoring center is the key to the first-line information of disaster prevention and rescue plan. Information of the disaster detection and supervision play an important role in operating the disaster prevention and rescue system. There are still few researches toward the emergency operating plans of the disaster detection information and supervision. This research makes a draft of the disaster emergency operating plan with the concept of operating the system for reference and is based on the property of the center. In hopes that the self-defense system of the completed disaster detection information and supervision center could bring early detection, tracking and alarm into play. Nip in the bud, make preparation in advance possible and reduced life and financial lost caused by disasters greatly.
