The interviewees of the research are employees of a state-owned enterprise. The research is implemented in survey questionnaires, and a total of 480 valid survey is received. The result shows that creative self-efficacy have positive effect on training motivation, training effect, and job rotation willingness of employees. In the mediating effect side, training motivation has mediating effect on creative self-efficacy, training effect, and job rotation willingness of employees. In this research, it suggests that the staff training department in the surveyed state-owned enterprises should develop trainings that elevate creative self-efficacy. The method of improve trainee’s motivation and the training effect. The staff training department in the surveyed state-owned enterprises should also review the job rotation system to increase the willingness of job rotation and the training effect. I. C.
