Many researchers have discussed the influence of class on welfare attitudes of Germany in terms of comparative viewpoints, with few offer comprehensive analyses of welfare attitude within Germany. Studies of welfare attitude rarely present complete welfare attitude: some articles only focus on the attitude toward public spending, others emphasize the public opinion on government’s responsibility. The major reason for causing the disagreement on welfare attitudes among citizens in Germany is still unclear. This article divides the attitude toward social policies into three categories: public opinion, government’s responsibility and degree of satisfaction. We develop a comprehensive framework regarding the stratification of attitude toward five social policies that content three opinion aspects separately in Germany. Using 2006 International Social Survey Programme (ISSP) dataset, this study offers the conclusion that political inclination and region overlap in the attitude toward social policies. The implications of the results for recent arguments about the restructuring of social policy, political inclination and region divide in Germany are discussed.
