This research is based on the first year of the post-disaster reconstruction process. According to three major aspects of reconstruction—the basic reconstruction plan, homeland reconstruction plan, and industrial reconstruction plan to induce the current operation of Lijia tribe reconstruction plan. Through the contents of reconstruction, reconstruction process and local government, private organization and tribal’s point of view and their interactions to depict the tribal reconstruction interaction. There are four research aims: (1) to understand the local government and the tribe reconstruction operations; (2) to investigate the viewpoint and approach of the private organization to reconstruct with the tribe; (3) to comprehend the tribe’s perspective and views towards the reconstruction work; (4) to explore the relationship between local government and private organization, and the challenges in the process of tribe reconstruction. This study uses qualitative research method to conduct interview as well as to participate in the tribal observation. Respondents in the interview are divided into three categories:(1) Lijia’s disaster struck households and the reconstruction business responsible service (tribe); (2) the Chiayi County Government Renewal Committee and the Social Assistance Division (local government); (3) the organizations that invest resources in Lijia tribe are the Red Cross Society of the Republic of China, the Presbyterian Church In Chiayi, TSMC and Taiwan development Institute that undertakes the post-disaster reconstruction services team (private organization). We can analysis respectively the local government, private organizations, and tribe in the reconstruction operation and its point of views. Also, it may induce the interactional relationship and interaction model of the reconstruction work. The study found that the interaction of local government and tribe have conflict and then cooperation process. Private organizations and local government are showing the interaction with complementary. Private organizations and tribe are dependent on the interaction with cultivation. Totally speaking, the situation and challenge of the Lijia tribe in the reconstruction plans are to maintain the self-sufficiency level and to reserve their original lifestyle.
