C.G.A. is responsible for vessels security inspection, smuggling investigation, illegal immigration and emigration investigation, the executive order of maritime traffic control and maintenance, maritime search and rescue, and environmental protection matters etc. International Maritime Organization (IMO) revised International Convention for the Safety of Life at Sea (SOLAS) in 2002, and regulated that all ships of 300 gross tonnage and upwards engaged on international voyages and cargo ships of 500 gross tonnage and upwards not engaged on international voyages and passenger ships irrespective of size shall be fitted with an automatic identification system (AIS) by 2004. AIS can achieve the auto-ship-identification function, support target tracking, enhance information-sharing, and avoid ships collision, and it will be to enhance the grasp of the ships information and greatly to enhance the safety of navigation. Therefore, C.G.A. linked to automatic identification system of the Harbor and Marine Technology Center, and integrated into the Coast Radar Surveillance System in 2010. C.G.A. also build C.G.A. ships the AIS berth equipment in 2011, through ships real-time information provided by the AIS will be able to strengthen the C.G.A. grasp of dynamic information and static information of the sailing ships, effectively reduce ships collision or grounding accident caused by human, and rapidly put in the time of the shipwreck rescue or tracing accident ship to reach the marine "early warning" and "Response and handling". Due to the identification and communication capabilities of AIS, this paper adopts a comparative analysis. By comparison of AIS with coastal radar system, the vessel monitoring system, automatic radar plotting aids, and global maritime distress and safety system, analyze the advantages and disadvantages of each other to integrate ships monitoring, ships collision avoidance, search and rescue, and other C.G.A. missions. Equipped with advanced equipment, but the staff will not use it is all in vain, so this paper investigates the current status of the C.G.A. AIS education and training, and proposes AIS training recommendations to enhance the AIS use of the staff. The United States, Japan, and other advanced countries continue to develop AIS related technology and build the AIS network system, so this paper learns from these countries and introduces satellite communications technology, and proposes future build AIS system planning to strengthen the C.G.A. mission implementation.
