| Summary: | 碩士 === 中央警察大學 === 水上警察研究所 === 100 === In view of the imminent transformation of governmental organizations, the Coast Guard Administration, Executive Yuan (hereinafter referred to as CGA) will face the first time since the founding of the drastic changes, this change also relates to the future direction and development of CGA.In response to the reorganization, the Coast Guard's future direction is bound to go to the ocean, after all, Taiwan is an island nation surrounded by the sea. However, towards the ocean, the CGA maritime professional is very important, the future after the change transformation of governmental organizations, Maritime Patrol Directorate General and Coast Patrol Directorate General once combine together, there will still be the problem of convergence of maritime law enforcement aspects and shore security aspects of training ,Marine Manpower Development Center will play an integral role in the CGA organizational change and personnel on the convergence of training. In this study, the research analysis of Taiwan's merchant ships and the Navy, U.S. Coast Guard and Japan Coast Guard's faculty, curriculum and equipment of navigation and engineer training as a reference for CGA core functions of training required of faculty, curriculum and equipment. Marine Manpower Development Center can strengthen the Maritime Police Department of Central Police University which is lack of maritime law enforcement navigation skill and educate faculty of maritime law enforcement navigation skill. And then Marine Manpower Development Center would cooperate with Central Police University and Taiwan Police College to educate maritime law enforcement personnel and become the coast guard's develop education cradle.
