Few bribery cases with police officers involved caused comparatively more attention from the public, and thus attracted a large number of scholars investing considerable energy to study its effects. The policing administration also invested a large amount of resources to build up the preventive mechanism. The integrity-violation cases and the misconducts were seemingly trivial and did not receive sufficient attention. They are, however, the factors which affect the image of the police and harm the government greatly because of the prevalence and the wide range that they concern the public. Especially the improper enforcement of the law conducted by police officers caused great waste of the social costs and of the national resources. It even affected the safety of the civilian and the police officers themselves. In light of the fact that there are less studies in Taiwan focusing on the issue of the police misconducts at workplace, the purposes of this study are: (1) to discuss the types and distribution of the police misconducts at workplace; (2) to analyze the relative factors affecting the police misconducts at workplace; (3) to develop a theoretical mode serving as a valid explanation of the police misconducts at workplace to expand the domestic research field in the sociology of policing in Taiwan; (4) to provide a reference of designing psychological testing and of evaluating the talented; (5) to develop accordingly a reference for the police educational and training organizations to incubate and to train the recruits, and to provide a reference for police organizations in charge of law enforcement duties to design the daily supervision mechanism;and (6) to provide a solid and valid suggestion as a reference for relative organizations to develop the innovative policies of policing. In order to achieve the purposes above, the police officers in 16 New Taipei City police precincts were taken as the population. In accordance with the workload and the personnel numbers of each precinct, the population was then divided in to layers. A total of 500 rank and file police officers (10% of the population) who have been severing at police stations over one year were selected randomly as samples in each layer from the population. The actual research sample size was 624, the valid questionnaires collected were 500, and the validity is 80% which reached our estimation. The data collected were then processed with descriptive statistics, Cronbach’s α reliability analysis, factor analysis, independent-sample t test, ANOVA, Pearson’s r , multiple regression analysis, and path analysis. The result of this study suggested that, in terms of the police officers’ misconducts at workplace, there were four types: misconducts of integrity, misconducts of duty, social and financial misconducts, and misconducts in handling cases. And the type of misconducts of duty was the most prevalent. As to the effect factors, the more the subject inclined to low self-control, the lower degree of resilience that the subject had; the lower degree of social control, the higher degree of chance situation, which directly caused the misconducts at workplace more frequently. Among the factors, the factor of chance situation had the highest influence towards the misconducts at workplace. The probability of the misconducts at workplace caused by low self-control would be reduced through the strengthening of the degree of resilience, of the social control, and through the lower degree of chance situation. The frequency of the misconducts at workplace would also be reduced through the lower degree of chance situation by social control. The results of this study have proved that the police officers’ misconducts at workplace can be better explained by a “concepts-integral” mode, which is an integration of theories including the resiliency theory, the general theory of crime, the theory of social control, and relative chance situation theories. The police officers with different characteristics in personality / work, have shown obvious distinction in terms of resilience, family control, workplace control, peer deviant, improper life style, improper working environment, and misconducts at workplace. At last, in accordance with the result of this study, the suggestions of the strengthening direction of the practical and the educational police organization, of the examination and selection methods of police officers, of cultivating the notions of healthy recreation for police officers, and of the further studies would be given for relative organizations’ reference. It is hoped that the suggestions will be noticed and adapted by the relative organizations to reduce the misconducts at workplace conducted by police officers who are serving at police stations, in charging of first-line law-enforcement duties, to establish a better organization environment as well as to promote the effectiveness of the organization, to maintain the honor and image of the police, to raise the quality of service of police officers, and to strengthen the effectiveness of maintaining the public security.
