Nowadays, “biofuel” is regarded as the target renewable fuel with these features and used much more in transportation. The USA has concerned and done some efforts on biofuels for more than thirty years. With operating the system of "Renewable Fuel Standard"(RFS) and its additional measures, biofuels occupied the U.S. total energy consumption for 3%-4% in 2010 and embraced the reputation on the top of ethanol production and the second ethanol exported country around the world. “Renewable Fuel Standard Part II (PFS2)” was published and implemented after President Obama released the new energy policy with the legislative framework including energy, environment, and economy in 2009. The USA hopes to achieve the goal of “Use 36 billion biofuel and decrease 138 million GHG emissions by 2022" and “reduce one-third of imported crude oil by 2025" by combing with other subsidies and incentives. However, there are lots of impacts also occurred on aspects of feedstock, fuels, international trade, and environment after the implementation of biofuel legislations and the practice of the sustainability standard, “Baseline Lifecycle Greenhouse Gas Emission” . This research aimed to track and analyze the development and impacts after executing the legislation and relative measures. Further, we expect it may provide experts or agencies as the reference through the studying and proper suggestions to explore more possibilities for people and the country with a sustainable living environment.
