The Study of Operation Strategy for the Cultural Heritage Reuse – Taking the Taichung City Shuangshi Cultural Watershed as an Example

Through the fixed location of operation type for heritage reuse by the private and public departments, the possibility of strategic alliance by combining the public department and outside the committee manage is been reviewed. It is expected that the charater of cultural heritage can be developed, as well as the cultural heritage can be increased in value. In general, there are four types of operation for cultural heritage reused: (1) individual operation type, (2) individual integrated operation type, (3) muti-point individual operation type, and (4) muti-point integrated operation type. This study is focused on the integrated operation for solving the difficulty of individual operation. To give an example, the Taichung City Shuangshi Cultural Watershed including Wen-Ying Building, Taichung Broadcasting Station, and Taichung Mayor’s House is addressed in this study. The avaliable operation type of integrated operation is discussed in this research. How to integrate operation by public and private departments and creat a solo responsibility nonprofit organization for the dispersed architecture assets in Taichung City Shuangshi Cultural Watershed is a main topic of investigation in this study. This operation type of nonprofit organization must avoid the traditional concept of making profit, as well as eliminate the drawback of conservative attitude in public department, in order to gather the strength from public, enhance the ability of the managing group, and attract people attending the public area’s issue. In addition, the cutural policy is suggested to be amended to reserve the core value of cultural heritage. The marketing conduit of sightseeing needs to be integrated to creat a variable distribution of cutural assets. In final, the benefit of cutural tourism can be develped and promoted by constructing a continuing forever mechanism of operation.
