Information industry is a brain power and technology intense industry; in particular, the software industry is an industry requiring even more coalition of brain power and technology. Therefore, cultivating highly qualified information technician specialists is critical to the success or failure of information industry development. Organization and their information departments are interactive and mutually impacting; thus managing such an immense department is an inevitable challenge confronting management. Incorporating a new information system will impact an organizational structure in that the department will intimately intertwine with its organization’s structure, culture and business process. Due to the rapid development of the information era, information departments have evolved from simple maintenance units to indispensable multi-dimensional departments; as such, the responsibilities of information personnel have become more formidable. When results are unfavorable, they face successions of criticism and negative impressions, and even complaints from customers or users. There are sometimes news reports of confidentiality leaks often due to employee negligence. Therefore improving the ability of information personnel and organizational effectiveness and achievements are important lessons in order to attain team knowledge sharing. This research investigated actual issues in departmental operation from the perspectives of information technician specialists. The issues were organized, categorized, and defined as a set of mechanism for evaluating the business processes of information departments in order to resolve their operational problems and improve their effectiveness, and reduce cost for enterprises. This set of evaluation mechanism was tailor-made and appropriate for evaluating the operational process of organizations’ information department. The study focused on gaining an in-depth understanding and integration of the operational processes and application methods of existing information departments. The Analytic Hierarchy Process was used to find ways of improving their operational processes, thereby improving the operation and productivity of their organizations. In addition, by understanding the problems facing industries, this study hoped to find suitable programs to improve the operational process of information departments, and enable all enterprises to easily command and apply appropriate operational information processes for their organizations.
