After a thorough review on the development process of the fire safety evaluation method in Taiwan, it was found that very few studies had been conducted on multi-purpose factory-type buildings. On the other hand, this type of building can be found everywhere in urban areas where, with their special fire-inducing characteristics, often result in heavy casualties and property losses. The probability of fire, frequency and period of all kinds of buildings were calculated from the official government data of twenty-four years period on the number of fire incidents in addition to information on the buildings’ floor areas. Subsequently, matrix operation was used to calculate and assess the fire probability, occurring frequency, period and the risk ratio of various types of applications within a multi-purpose factory-type building. Moreover, fire case studies and statistical information on various types of buildings in Taiwan will be established via governmental assistance. Finally, the concept of risk ratio will be introduced in order to obtain the weight value for twenty fire safety criteria and four fire safety strategies of multi-purpose factory-type buildings. The weight value will be used to express the probable cause of fire in a multi-purpose factory-type building as well as the degrees of the impact as shown quantitatively.
