These vehicles can produce large amount of pollutants and result in a huge burden of air quality. Although it showed an increasing trend of participation for the past five years, an improvement of the locomotive regular inspection rate is required in Yunlin County, as compared to other area in Taiwan. In this study, the questionnaires of regular motorcycle inspection issue were carried out at motorcycle emission inspection stations and for motorcycle riders respectively within Yunlin County. Participants of the survey gave responses for three subjects. The first part presented an understanding of air pollution and its impacts caused by vehicle emission; the second part was related to policies and regulations of the regular inspection; and the final part gave the opinion on practical plans to increase the regular inspection rate. The questionnaires at 50 motorcycle emission inspection stations and for 430 motor riders were completed and the responses were tabulated for Chi square test by SPSS statistical software. The survey revealed that participants did not show great knowledge of pollution by vehicle emission but much understanding about the health impact and the issue of acid rain. Most of the motor riders could not reply to the condition of high emission during the inspection test, and the knowledge was showed a moderate level on policy and regulation subjects. Motorcycle riders agreed with that the inspection can reduce the vehicles generated excessive amounts of visible exhaust emissions. While the workers at the inspection station approved the key policy on decreasing pollution is to discard vehicles with high emission. The publicity for discarding two-stroke motorcycles should be made since most riders did not know about the compensation plans. When the inspection test failed, both workers and riders would intend to give an examination or an adjustment on vehicle. The main reason of inspection delay is a unknowingly ignoring of the notice. In the station workers’ opinion, an increase of fine tickets may raise the regular inspection rate. However, motorcycle riders did not approve the idea; the occasional interception for examination on road, a duty system of inspection stations, and benefits from consuming parts were more acceptable.
