Business districts are like typhoons that continue to absorb water vapor and determine the typhoon level (business district crowd appeal) by the amount of water vapor (amount of crowd). Therefore the results of the formation of two similar typhoons are the same as the interaction between two business districts. The MRT is like the Subtropical Anticyclone, it can make the two typhoons (business districts) separate or merge (Carr et al., 1997). Since the 1992 Keelung River straightening city policy, it has generated a free space besides the river and mountains. This kind of living environment has strengthened life function (Wang Gi Yu, 2006). In the past, the Da Chi area had only military and educational areas. Then after the river straightening policy, the Miramar commercial entertainment residential area was constructed. Because of this, the Da Chi area has an old and new business district next to each other. The Shih Chien business district also has an old and new business district, generating a “Fujiwara effect” interaction. With the opening of the MRT ( Mass Rapid Transit ) Wen Hu line on 4 July, 2009(Song Shan Airport Station - Nan gang Exhibition Center Station), in 2009, 4,272 million people took the subway, and on regular days, 11 million 7thousand. Compared to the 9 million 6 thousand people in 2008, it has increased by 21.88%. This has brought transportation convenience and crowd flows. What kind of effect has this brought upon Da Chi? This research has used surveys and interviews to discuss the effects that the interaction of the Shih Chien and Miramar business district and the opening of the MRT have bought. The survey is divided into two parts: the first part is the consumer views on both business districts. Including the first part, basic information, the second part, consumer behavior in both business districts, the third part, consumer’s impression towards the business districts, the fourth part, the consumer behavior and impression between the Shih Chien and Miramar business district. There are 28 questions in these 4 parts. The second part is about the difference after the MRT opening. Including the business district transportation convenience, business performance, marketing and environmental planning. There are 15 questions in these 4 parts. The interview part is mainly about the individual interviews with the head of the administrative areas in Da Chi. According to research results, the two business districts indeed have a “Fujiwara effect” interaction.
