This research will include: the privatization decision made by the government, the demonstration from the Labor Association and the communication between the government and the organization. After person A under interview has taken charge of the president position, within person A’s terms of office, his view on the organizational change became so different as before. Meanwhile, for the organizational change on the tobacco company, it was taken from the view of organization itself and long term business operation, hence, turning the organization into private enterprise has become the first step. The key point is, in the process of leading organizational change, the leadership style was generally different than that of general leadership style, briefly speaking, during the organizational change process, Chinese leadership style was shown and was used as basis to study how the president leads the organizational change in Taiwan Tobacco & Liquor Corporation, meanwhile, the stage results were also described. For person A under interview, in his terms of office as president, no matter it was manufacturing or marketing matters and anything related to the organization, he will be on site to understand by himself. Moreover, during the communication and coordination process with the employees, he rarely used strict way to teach them, instead, he tried to convince the employees psychologically and let them understand. Therefore, the leadership style of the president was consistent with the theory of Chinese style leadership. Therefore, in this research, case study and in-depth interview based on qualitative research was used to investigate, during the organizational change process led by the president, the leadership style and feature of the president. It can be found from the literature related to the current case and from analysis result based on in-depth interview that: During the organizational change period as led by the president, his communication with employees was very smooth. Meanwhile, for the government, this research also provided appropriate organizational strategy to it based on real situation. Generally speaking, the president has dedicated all his efforts to the organization. Meanwhile, president’s knowledge and training also convinced all the employees within the organization. Even if some were not totally convinced, yet under the operation of psychological strategy from the president, they became obedient. Therefore, as mentioned above, the stage mission of the tobacco company, that is, turning the organization into private enterprise, was pretty smooth and successful.
